Default A few probs. Please help

My uncles 90' Civic LX Sedan always has the service engine light on and I was wondering,
Is there a way to check the codes?

Also the seat belt signal goes like crazy.
After I get in the car the signal goes on, and after I attach the seatbelt(automatic) it keeps beeping.

One final question.
Before he can turn the car on, he has to first insert the car key in a little hole by the gear lever(automatic) then put the car in Neutral then take the key off and turn the car on. Is there a way to dissable this?

the one on the cluster you just put key in the little hole up there in cluster and it turns green, it means time for 3000k maintence
