how the hell are we supposed to know

what kind of engine do you have?
what does the head come with?
whats the condition of the head?
what kind of head is it??

we need all this information before we can do anything beside guess.

d series motor = single OHC
b series motor = dual OHC (vtec)

If you have a EX, you should already have vtec.

its amazing none of you will answer his question in the title.

obviously we cant answer, "will it bolt on"

but we can answer that, yes $70 is a good price for a d series vtec head, if it is in good condition, hells its a decent price for a used head that needs minor work

im going to assume that he has a d16y7 or a d15b7 (dx model) civic between 92-00.

it will bolt on to the block, but there are some slight modifications need to do so, and we need to know what motor/car you currently have before giving any final answers

if the op has the original engine in his car they have the d16y8 which has vtec but it's not stamped on the valve cover. I had people arguing with me after I bought my hx because it does have vtec but all 96-00 sohc engines have a plain valve cover that just says honda. And yes I do have vtec-e which is just another form of vtec.

also the d16z6 is from the 92-95 civic which is obd1, the 96-00 civic's are obd2 so to use that head on your engine you're going to have to convert from obd2 to obd1 which is more than what I wanna get into right now but we need more info to be able to help you more.

unless his y8 blew, a non vtec motor was dropped, and he misses vtec so bad he wants to rejoin his connection with it than he'd need a vtec head... and YES $70 for a vtec head that's complete is a good deal IMO...

Wait a minute if the OP has a '97 EX, he already has a 'D' series SOHC VTEC head. So there is no need to buy what he already has.
