Default Injen intake Repair affecting smog emission

I got a short ram 3in injen intake with filter for gsr

the handle that welded on the tube near the filter that bolts to the car frame crack
so i went to autozone and got this product call quicksteel and i put it on the inside of the tube and instead of the outside.

the problem is that there is this really bad smell coming off from that product and i was wondering if it was going to harm the engine when it sucks in this bad air and would this had an affect on the smog emission for high hydrocarbon at idle?

ive used stp, lucas, steep mostly all of the injector system cleaner and its not working
