185/60-14 is the best 14" size for your '92-95 Civic.

If you need to use them in snow during the winter as well as moderate to warm temperatures the rest of the year, the Bridgestone Potenza RE960AS Pole Position is the best all-season tire available in that size. If it doesn't snow where you live (or you have other tires or another vehicle to use in the winter), you can get better performance from summer tires; the Yokohama ES100 is the best summer tire available in that size.
