built vtec engine wont rev past 7k
Engine light on? Sounds like your hitting the low cam rev limiter, but are not entirely in limp mode. Could be wiring, could be parameters in the management that need changed, could be low oil pressure, could be the solenoid, could be multiple things. You haven't provided any information to someone to help you.
my distributor went crazy once, so i bought a new ignition module, and it would only rev to exactly 7k rpms as well, i got a new distributor and the car worked fine, so i presume its related to the distributor or its wiring.
no, the dizzy bearings was going out and it was causing a sensor to go crazy, the tach was going every where, while steadily cruising it would be bouncing from 3-6k rpms, sometimes slamming into the 8k zone, causing car to shut off.

It's not the ignitor, you'd clearly have tach bouncing and ignition misfires...that ain't the issue.
What management are you on? If you can access your management easily I'd look to see if the ecu is accessing the high cam maps, yet you aren't physically feeling the activation happen. No engine light, yet no vtec is likely going to point to a mechanical issue.
Does your speedometer and coolant gauge in the cluster work? Either of these will disable vtec, and the vss code will only come on in certain modes of driving, but will immediately disable vtec. The same with the ECT, it will disable vtec if there is an issue there.
Check the thermostat ground to be sure it's solid, but it likely is fine because generally if there is an issue there the car won't start. Is this an ls/vtec with external oil supply or what type of motor?
Like I said, give some basic info, and also anything that might have led to it's failure. Any changes you made, any parts you changed, anything to coincide with the vtec not working?
