Any other suggestions.. I want to get my car to run 14's - 15's for as least amount of money as possible. Also I'm not interested in turboing it... The engine in it has 175k miles on it.

What exactly is a code 9? But a decent intake, exahust, intake manifold, throttlebody, and a tune will help you. You can keep it N/A and hit 14's it's just gonna take a bit more then what your trying to do.
Reset ECM.
. Check for poor connections or loose wires at the shock tower, distributor connector, and ECM (possibly pins B11 and B12).
If the problem persists, substitute a known-good ECM and recheck.
And K&N is a good brand. I wouldn't mind rocking it. And as far as exhaust check out g2ic.com and search for exhausts. There is a thread where everyone rates the different exhausts they have. I personaly am looking towards a 3" Thermal once I am turboed, but for the next year while I am N/A I'll probably just rock a Skunk2 or something.

Depending on where you find it anywhere from $400-$500. Oh and don't go with the DC headers. Check out some of the ones on the HT market place. Kiddracing makes a nice one.
Good ol' Geneva. We are about 4 hours away but it's a straight shot on R. 71. But it's cool knowing your not to far. I want to hold a DA meet next summer up here by the lake. I figure between the DA's in PA, OH, KY, and IN it should be a pretty nice meet.

I think the H22 swap is a bit of a waste. It's ubber heavy and isn't as moddible as another B-series or a K-swap.

1) The MSD cap you posted requires an external ignition coil, so even if you were to purchase it, it would not work.
2) The K&N setup is overpriced for what you want it to do. An ebay CAI would be just fine.
3) 3" Vibrant exhaust is probably the best quality, least expensive exhaust you can get that has good fitment
Intake, header, exhaust is always a good start. I drove a 93 LS integra from about 96-98 with intake, header, exhaust and plug wires. Although it was fun, it definitely wasn't fast.
