For under 1000k? As in, for under $1,000,000? Shouldn't have any issues there at all finding wheels and tires under that budget.

To actually answer though, I purchased a set of 16x7 Rota Slipstreams (reasonably light) with RT-615 Azenis mounted and balanced for a whopping $840 total. There are a plethora of wheels under that budget, you'll need to look through them and decide what you like the look of.
