Default Blade polishing help

Just picked up a set of blades that I was hoping to polish. One of the wheels has spots of what looks like flaking of the finish on the face and along the inside edge. It's not the clear coat as I have already stripped it off with aircraft remover and have sanded it. Any ideas of the best way to get these looking good again? Thanks!

The picture focusing on the center of the wheel, looks like there was a fill-in job done with a different grade of metal as filler (or possibly some other material).

Looks like the Clear coat is still there? What did you strip it with?

It looks like those "spots" are where the clearcoat has been chipped off for some time allowing the exposed aluminum to oxidize.. I am dealing with the same thing right now on a set of blades.
