Start up/ bogging issues

Anybody have an idea why it does that? its worse in cold weather, it takes a good 4 or 5 turns to make it stay on and about 10 or 15 min it idles fine and wont bog. i recoreded this video at around 85degree weather. car has been off for 13 hours
