The P28 ecu has a setting to not engage the vtec when the coolant temp is below are certain level. Im not exactly sure what that temp is, I just noticed the setting in crome. If you are getting a code for the ect then maybe its possible the ecu has disabled the vtec due to a bad ect. try replacing the ect and go from there. the only other thing i can recomend to "get around it" is if you have a chipped ecu, to use crome and burn a chip with the option to "Disable VTEC coolant temp check".

Check for lack of continuity or a short in the ECT wires running between the ECT connector and ECU. Also inspect the ECT and ECU connectors for damage or corrosion. If all is fine, then it's also possible that the ECU is bad.

You need a multimeter to check the wires.
