Default odd 94 accord stutter

i have a 94 honda accord LX, engine was replaced and has roughly 70K on it (non VTEC). at PRECISELY (in all gears, regardless of speed) at 3600RPM there is this horrible stutter as if its misfiring, but the engine runs perfect otherwise. i have dissasembled and cleaned both the EGR valve (chock full of carbon, and runs much nicer now) and cleaned the fuel injectors by hand. i will be cleaning the IACV and replacing the fuel filter unless there is an easier solution.

Try the IACV & Fuel filter to see if it'll fix your problem.

i'm also curious which engine my accord has, it was replaced by the previous owner (idiot mechanic did not tighten oil filter and siezed the engine) and it only has 70K on it but i'm not sure if i have the F22B1 or B2. the numbers on the side of the engine are:
F22B-4049093
SP1E-360 675

when driving it, it feels like it has the VTEC engine, but i really cannot tell.

B1 has a VTEC logo on the engine. B2 doesn't.

If your spark plugs are in the front, you've got an F22B1 (Vtec). If they are in the rear, it's an F22B2 (Non-Vtec)

The correct engine for your car (DX,LX and SE) is the F22B2.

On your RPM problem: that could be your running up against the Rev-Limiter programmed into the ECM.

IF you find yourself the proud owner of a xxB1, that may be the issue. The car may have the original ECM still in the car......
