all 98-01 come with ELD wire?

all 98-01 come with ELD wire?
I have a canadian 2000 integra SE. I need to get a wideband hooked up to my s300 with a obd2b adapter. I looked on connector A of my stock harness and I cannot find A30 which is supposively ELD... Why not!? Canadian cars not come with it? Does that mean I have to pin it?
