I'm having the hardest time finding the part the the rear bumper screws into. not the two screws on the rear quarters, but the four near plat holder.

trying to replace that whole piece as it rusted beyond repair or is there another way to securely fasten it the car

 

safety wire and cable ties. If that doesn't work, try gorilla tape? Heh, no seriously I don't know what that part is called, I've never taken the bumper off my sol..
