Default Is Single Sided Fog Light Illegal?

i plan on putting a scoop on the intake side of the bumper and the jdm fog on the left side.
the problem is, i dont know if its illegal or legal.
i dont want to give them pigs a reason to pull me over on weekend nights.
i wouldnt think its illegal, because the fogs act as accessory lights.

I don't see how it could be illegal. As you've stated, "the fogs act as accessory lights."

I did just find this tho. Someone stating they did get pulled over for "having a fog light out." I'm not 100% tho, and the officer could have just been trying to meet quota. It is in Missouri after all.

Running fog lights in non-foggy weather is ticketable in most places, as is running them during the day.

Accessory lights are not necessarily illegal. In the US (and some states could set additional restrictions) you can have 2 headlamps, 2 marker lamps, 2 auxiliary lamps, and 2 turn signals. All but the auxiliary lamps are mandatory. The auxiliary lamps can be supplemental headlamps, fog lamps, or even additional marker lamps. And since we're talking about a Civic (I think), remember that the turn signals on most of them pull triple duty as front marker lamps, side marker lamps, and turn signals (and front side reflectors as well).
