Default EF tranny mount / should this part be bolted?? pix inside

the circled part in the pictures below: should that part be bolted down to the body/mount? When I say body/mount I mean the body mount that holds the tranny mount. what is that circled piece for?

Looking at it from under my hood it clearly lines up with another hole on the body/mount.....but only if I jack up the trans from underneath to line it up better.

my guts tell me it should be bolted but I want to confirm this first. and if it supposed to be bolted then why isn't it? is this a common problem where the bolt falls off? I want to add that the tranny has never been messed with before. the car has low mileage and is all oem original including the original clutch. it's a fwd 5-speed wagon.

if you're not sure please take a look at yours and report back with a yes or no...much appreciated...thx!

No, I am gonna guess at this and say this was installed for manufacturing purposes.
