Default is it ok to wet sand primer?

just a question i seem to clog up my paper when sanding dry.. i just want to know if its ok to wetsand primer? ive heard that primer absorbs water and can start the rusting prosses befor i even paint but i want to just clarify this..

and if not how can i keep my paper from clogging so quick?

yes it's perfectly fine to wet sand primer. You actually want to do that before painting the car anyways so that you don't see all the scratchs

From what i heard that if you don't sand the primer it will start to peel on later on...

Primer does absorb water but it only becomes a problem when you primer your car and drive it around like that for weeks, months, years, etc... Wet sanding your car is not an issue it's a normal practice prior to paint.
