HID retrofit.... I think I got my ballasts wet....

I have a 95 EJ1 with some black Denjis with a TSX projector inside them. I'm using Hella Gen3 ballasts. I washed my car today and when I was done, the lights worked fine.
I also drove to my friend's house and the lights worked fine. This was about 5 hours after the wash. I'm at my friend's for only about 20 minutes, then I go to leave, and my lights don't turn on at all.
I am assuming my ballasts got wet (they are both mounted under the corner lights). I checked my fuse going to the positive terminal, as well as all fuses under the dash, and they were all fine.
My high beams come on (these are halogen bulbs), and my corner lights come on still. However, the low beams don't come on at all now and when I switch to my high beams, the little blue light in the dash doesn't come on either.
Is my ballast ruined or is there anything else that could be causing the problem? Also, if my ballast is ruined, where can I get a good deal on some ballasts that don't suck but don't cost 150 bucks each?

getting wet shouldnt kill your ballasts. most of them are fairly water resistant. are you running a wiring harness? if you are id say something likely rattled loose. it just seems too unlikely that both ballasts could fry at the same time. I would start by checking if youre getting 12v to both ballasts and go from there. that seems like your most likely cause

I pulled my bumper cover off tonight and checked it out a little more thoroughly. I started un-taping some of the wiring, and I found some wetness around the relay. I will be replacing this relay tomorrow morning and will report back on the results.

Looks like everything worked out fine. I bought another relay and mounted this one inside the engine bay near the ABS fuse box by the intake filter housing to prevent this sort of thing from happening again in wet conditions. I also re-did all the wiring with solder and shrink tubing to prevent this sort of thing from happening again.
Once I get some more hardware from the store for the fenders and corner lights, I will have some good pictures up of how I mounted it all.

If you want extra peace of mind, you could pour thermally conductive epoxy inside your ballast to make it water resistant. Cheap insurance compared to replacing ballasts.
