BRAKE LIGHTS stay ON? need help.

BRAKE LIGHTS stay ON? need help.
I bought 89 crx last week, it was missing 2 bulbs for the brake lights(STOP lights). I went out and bought 2 bulbs for each side, pluged both bulbs in and they automatically went on and they stay on without even applying the brakes...?
Sounds like a short.? I checked alll fuses underneath dash and hood, they are all good.
