Default tight wheels affect braking? myth or fact

well as the title says.
my friend said that if i tighten up my wheels too tight it will affect my braking in a bad way.
true???
i don't see in what way that would be true
but can someone confirm or bust this?
i think is tho

If the lugs are not evenly torqued, you can get some symptoms of rotor runout, which leads to pedal pulsation.
