Thinking of buying a 92 Civic

I was wondering if this would be a hard issue to resolve..
"$800 obo.. I have a 92 civic 4dr white in color all stock ac and ps all work and its auto. Used as a daily and now have a 99 ex so i no longer need this. Tires have about 60% tred on front and 90% tred on the back (need to switch them around) but the bodey has some rust and has a some damage but all panels are there and the same color. 174xxx miles on o.d. It runs slugish and lean. Car didnt run at all when I bought it but fixed what lil issues I could.
I have replaced fuel pump cleaned the injectors and did a tune up and still no luck on getting it to have a lil more go but its definitly a lean issue cause the plugs turn white after a while, and it burns oil.
