What are the measurements that you are getting when you measure the throttle plate? (inside diameter of the opening on the Intake manifold side of throttle body)
95 Accord is 58mm (ID) @ the front opening & 55mm (ID) @ the rear opening (throttle plate). The H22A should be larger than this at both ends.

by 5 mm? thats almost nothing.... i measured it from the front of the throttle body... the butterfly is the same as well... the back of the throttle body(intake manifold side) is probably where the difference is.
well at least i'll keep cruise control...but will it affect perfomance?

From what is posted online the H22 is 60mm and the F22 is 58mm. Using those numbers, the only 58mm measurement I get is for the ID @ the front opening of the TB. It tapers down to 55mm @ the plate. If that is the case I would assume that the H22 would be 60mm at the front opening and possible taper as well. Take a measurement of yours from the back side if you can.
