Default boosted b16a ef no start

this is my first help thread on honda-tech so let me know if you need more info.

so i just finished my rebuild.
i dropped the motor back in, hooked everything back up.
the car cranks but does not start.
i have spark and fuel.
the spark plugs are sparking, and fuel is getting into the cylinders.
the compression cold(obviously) was 100-100-100-100.
the car was running before the rebuild.
i have checked and re checked and triple checked that everything was hooked up properly.
i just dont know what else to try.

i have a 1991 honda civic si.
it has a boosted b16a in it.

any and all help is greatly appreciated.

100 is pretty low. If you redid your valves. I would do a valve lash on them. Maybe you have them to tight allowing no compression.

i should have posted in the op that the head was left alone.
also the compression before the rebuild was 150-150-35-150
rings went bad in that cylinder. the top ring cracked.

i did the work on the block.
and for it being not hot shouldnt that be okay plus considering that the rings are not seated.
