jdm cluster harness and us cluster, will it work?

jdm cluster harness and us cluster, will it work?
im using the jdm underdash and dash harness with a us cluster. but when I turn the key on the tach jumps to 2 k and stary there wether its running or not. also the cruise control light stays on constand and wont go off. im not even running cruise control and I have a nrg removable hub.
the jdm harness has 2 plugs that plug into the cluster and the us harness has 3 that plugs in.
do you think i have to buy a jdm cluster for it to work right?
