Im assuming your B16 wont pass smog, huh?

EDIT Looks like you did a 99-00 front end conversion, try painting it before you sell it.

 

I think you would have better luck with the sale if you were to part out the 99-00 conversion and throw the 96-98 in the same color back on. Other than that.... its hard to really put a pirce on the car i think... Like you said, cali laws suck and who ever buys it will have a non-smogable car on their hands. That will probably hurt the value of the car but some one who wants it will probably overlook those things. Maybe you should just part the whole car out?
