Default combination of idles

92 civic HB
d16y8 block and head
92 zc intake manifold and wire harness
p 28 ecm

Did a small rebuild on the head a few weeks back (head gasket/ intake man. gasket/ valve seals/ everything sand blasted/) Have it all together and now my idle will be stuck at 1200 or surge between 1000 and 100 or it will surge from 1000 to 1500. Its different everytime i come to a stop. And if it does idle at 800 the muffler sounds like its spuddering. And when im in gear but slowing i feel a faint sputter. Also when i put it in neutral just before stopping it will be stuck at 2100 until iv been stopped for about 10 sec. I thought i had air in my coolant so i took off the rad cap let it run but i was continuously getting small bubbles for over 30 mins. I know my FITV is leaking but i blocked the hole inside the throttle body (temporarly) but no help. Could this FITV be the problem to all my headaches. New IACV, No CEL, No clue?????
iv researched and did the troubleshooting but to no prevail.

Sounds like this is the problem especially if it ran fine before.

my concern is would a leaking FITV cause bubbles in my coolant. I know its controlled by the coolant but im scared my head gasket did not seal right or something (even though i had no issue putting it on)

i let the car warm completly then felt the lower hole in the throttle body (FITV) and it was sucking air. So that means its leaking so soon ill be changing that and hopfully that will do it. OH ya and about the IACV i had got one from a junkyard then cleaned it and had it tested, plus no cel

Im also getting real bad gas milage and no power. I think the leak is causing the ecm to pumop way to much gas in the engine
