to me that looks like a stock EM1 bumper but instead of the stock opening a new one has been grafted/molded in. The other vents there are stock and the mugen lip fits nicely so it must have begun life as a stock bumper.

 

Just what I was thinking.

The lines and shadows just aren't right throughout the image.

For instance, look at the left (drivers side) vent. You can see a different shade of red "touch up", and along the front most part of the bumper itself, the shine is gone. There's alot that could be pointed out, but you asked about the bumper. My verdict is:

Photoshopped.

OH i figured it out lol! i knew it looked familiar! someone photoshopped an AP2 front bumper into a 99-00 civic bumper!
