fill in hole in bumper

i have a ww kit on my crx. the po moved the lic plate over to the side. when he took it off he broke a screw off. now there is a divit with a small part of the screw left in it. how can i fill in the divit

drill/knock it out, fiberglass the inside, sand the outside, bondo, sand, bondo, sand, sand sand.
