Likely you'd want to swap to a B-series motor, or turbocharge your D-series motor.

Yeah, you can definitely get good forced-induction power out of a D-series motor. Join us at D-series.org for some tech info that's D-specific, and https://honda-tech.com/forums/forced-induction-16/ for general information about turbocharging. This way you won't swap in a used B-series, find out it's trashed, and have to deal with the headache of removing/replacing/scrapping it.

Just avoid the eBay "SSAutoChrome" ('SSAC') kits. Since you have a 1996 to 2000 Civic, you'll want an OBD2A (96-98) or OBD2B(99-00) conversion harness to run an OBD1 ECU like a P28, that'll be a bit of the expense in itself. It goes on from there.

JDM and budget are not two words that go together.
