They are meant to light up the way as your turn. Here is how they function ... These lights are always off when you are driving. Upon initiating a turn through your turn signals the intersection light turns on steadily (does not blink) for whichever side (left or right) you are turning and lights the road up for you as you turn. Once the turn is completed and the turn signal shuts off, the light shuts off as well.

I just wanted to add in those extra details (like the headlights needing to be on) since he will have to wire them himself or have them wired. They won't be plug and play for his car.
Yeah unless he can get the Harness for them, through someone from the UK or something, then he'll need a Relay, etc to get them to function as they should.
Here they're a three wire because they're also a parking light. Meaning they stay on when we drive.
So a harness, if you found one, would need to be modified.
I have to disagree there. I have friends overseas and they sent me my SiR Headlights with Pigtails and the Parking Lights had 3 Wires, same as here in the US.
These lights were available only in Japan though. I don't know if there is a difference in that market and I don't have access to a reliable source for part numbers.
So perhaps they use three wire too, but their front turn signals are not also parking lights as you just said. They use city lights instead.
Yes, I know about them having City Lights. To confirm your point though, I would have to ask my friend and see if their Turn Signals also turn on with their City Lights.
However, these Intersection Lights were indeed available outside Japan - it was not restricted to them only as you claim. I have a friend in the UK and they have them, he was the one that send me a set off a Scrap Yard over there.
