Default 98 Accord rear brake problem

This is going to be a kind of long-winded explanation so bear with me. My rear brakes were awful on my car (drums), so I replaced the shoes. Put it all back together right and they stopped what seemed to be fine to me. Problem is they have a slight grinding type sound to them. Everything is assembled correctly as it will pretty much only go one way and I took before pictures for reference. To me it sounds like they aren't contacting the drum completely and it's making the rubbing type sound I'm hearing. Also, my parking brake isn't working. It was working before but was out of adjustment(had to be pulled all the way back). I adjusted the cable today and it goes about 11 clicks but still won't stop the car right away, it just sort of grinds or rubs to a stop, like it's not contacting the drum completely. Any ideas? I took it to a shop for them to fix it twice and all I got out of that was 80 bucks lost and no solution WHATSOEVER. Hope you guys can help me! Thanks in advance guys!
