92 Accord Engine revving

I have a 92 accord that will rev from 1000 rpm to 2000 rpm and back down to 1000 rpm when at an idle. Could this be related to the timing belt or possibly a sensor?

look at your fast idle valve and see if it's fully unscrewed out...

I'm sure it is probably your FITV.
It is located on the driverside of the intake manifold, with two phillips head screws on top, remove them, and tighten up the valve, you will need a very wide flat head screw driver. A gasket sraper works pretty well.
