99 civic ex climate control stuck on defrost

Today it came to my knowledge that my climate control is stuck on the defrost position. I swapped out the climate control assembly and it still will not change settings.
Is there a particular relay,or module that would keep power from reaching the control? Or is the air position on a separate circuit and maybe there is a short to ground?
The fan speed and temperature **** work fine.
Any input is very very appreciated.

Vacuum or all electronic?
With vacuum systems default, [no vacuum] is defrost.
With all electronic systems default is whatever was on, when "Mode Control Motor" went west, fuse is probably OK as blower motor relay control is normally on the same fuse as the MCM. 94

So what should I look into?
The mode control motor? Would this have its only relay or resistor?
again every function works other than the vent mode

Pretty sure the only functions not controled by the MCM is blower motor/speed, A/C on/off, recirculation and fresh air modes., try those functions, if they work that only leaves the MCM or wiring for it as the problem.94
