Default Blowing a fuse!

Found out from a wonderful (extreme sarcasm) police officer that my taillights were dead last night. also front running lights are dead too. The car is a 1986 accord LX. Not sure how many electrical issues there are with the car but this is my number one at the moment. (also no lights in gauge other then warning signals, clock doesn't work.. well it did once but then stopped again, and the radio is just all kinds of screwed up) what could be causing the fuse to blow? I should have had warning lights going off when i noticed all the damn fuses in the trunk and back seat. Where should i start on trying to fix this issue? i don't want to have to keep replacing fuses every couple of days.

The bulbs are I think dual filament. So they could work one way but not the other. Sounds like you need a weekend to sit down with a volt/ohmmeter and check voltages and resistances. Could be a short to ground or bad ground somewhere.
