auto civic idle?

auto civic idle?
my 93 civic idles in neutral or when i park but when i drive the car the idle is normal. does anyone know why this is happening? i cleaned the FITV/IACV. still nothing. is the IACV bad? i have no CEL popping up.

so i flushed the coolant out today..still idles...anyone know whats going on? when i switch the gear to PARK or NEUTRAL it idles up and down, when i switch it to DRIVE or REVERSE the idles normal

The car is supposed to idle in neutral..When it goes in drive/reverse the RPMs go up because the engine has to spin faster to make the car move. Thats why when you go really really fast, your RPMs are high
