That's a cornering light. Also known as an intersection light or high speed turning light. Some people call them side fog lights too, but that's an odd term that I've never seen used by anyone besides Honda enthusiasts.
Intersection lights are placed on the front bumper (or in the side of the headlight housing) of some vehicles either as standard or optional equipment. All the Hondas that have them have them as optional equipment.
When you have your headlights on and your turn signal on, that cornering light on that side will light up. It doesn't flash. It holds on. When you turn the turn signal off or it cancels itself the cornering light stays on for about a second and then turns off.
They're to help light the way on dark side roads and driveways and aid in getting the attention of other drivers when you want to turn or merge.
They only came on 5G Accords in the US, but were available on 6G Civics and 1G Odysseys in Japan. Some older models (Legends, 4G Accords) had the same thing also, but with a slightly different shape that's more square.
The car shown has the older style ones on a newer style vehicle. That's wrong. That car should use the ones that are more rectangular (wide) and replicate the angle of the wheel well more.
The ones on my car are the ones that the car above should use.
Yup, its a JDM Intersection lights found on Japanese CD5 Accords. Alot of Honda enthusiasts used them no Civics, etc. I have a set on my CD5 Accord; view my garage for more pics.
I was told by one guy that they came on 3G Integras in Japan too, but I've seen nothing to prove that.

Ah, I didn't know they would make them for the 3rd Gen Tegs. Only if there's proof like you said and I've yet to see some too.
Well I assumed that this was a 95 (though I'm probably wrong as I am not an Accord guy) But here is the list I found. Being that the bulb is a 168 listed, that's a fairly big bulb for a fender marker. But if it is a JDM thing then I'm probably wrong there too. Here is the listings I found

A 168 is the same size as a 196. They're usually the smallest (or damn close to) bulb sold in chain auto parts stores.
I have a USDM 1996 Accord Accessories Manual here that shows the cornering lights on the first and second pages.
In Japan they also did come on '96-'00 Civics.

if anyone is interested in doing them they have ones kinda like them on the 97 to 01 crv. mine has them for the rear bumper too that are red. but as you can see they are amber in the front. im sure if you buy them you could just trace them out on the bumper. they just click right in. they do light up too.
