Default 97 Prelude cd player not turning on

I just bought this from a guy who says it was only used for a week before he changed it for a sony(he bought the prelude brand new). This thing is absolutely immaculate, for a 12 year old product it sure looks like it was manufactured last week. The only problem is that when i plug it in all i get is the anti-theft light flashing red on the face. The display itself is blank and i already got the code from the dealer. I believe that there should at least be a screen that asks for the code, the dealer said to reset the ECU but that didnt work either. Is there something im missing or should i ask for my money back? I also posted this in the audio/video section but posted here to hopefully get a quicker response.

I have a 95 accord by the way and the harness fits perfectly.

Did you press the power button?

You'll need to turn it on yourself before it flashes "CODE"

Yes and i even held the button down for a few seconds to see if it would turn on that way.
