i need you help (throttle cable location)
okay i have a 1996 4 door integra gsr turbo. the person i bought it from said i had to relocate it but idk how and where?

That bracket you have screwed into the top of the intake manifold, actually mounts vertical on the throttle body.
Look at # 6, you can see how it mounts to the front of the TB.

Why would somebody sell you a car like that? Replace the throttle cable while your at it.

LOL wow, it never ceases to amaze me what some people do to their cars.
x2 put the bracket on the TB where it belongs and get a new throttle cable, yours is all F'd up.
If you don't know, the throttle cable is supposed to come out the hole from the pedal, and then it runs along the firewall toward the passenger side of the car. From there it makes like a u-turn towards the throttle body and through the bracket. Hope that makes sense.
