EF's are OBD0
I would recommend EG for any B-series swap. The B-series engine harnesses plug right into the EG chassis harness whether it's OBDI or II. You can then simply run a chipped P28 ECU mapped for any engine setup you want, it will plug right in.
www.phearable.net is a very reputable place for ECU's. John does great work.
EG is much easier. If you match an EG with an OBD1 engine and an OBD1 ECU that was meant for that engine, it will be as plug and play as is possible for a civic. Your easiest bet will probably be a 92-95 Si.
If you go B16, I believe you'll have to get a chipped P28 or similar. If you do B18C, you'll want a P72. Not sure about B18b, I've never screwed with one of those.

any other input guys? been great help so far
I don't see which state you reside.. but if you are in Cali stay away from JDM motors/blocks as there is little chance in getting them to pass the visual BAR as a motor "swap".
Edit: Spend the extra money on a legit USDM motor, or just stay away from modding your car.
