from what i've heard as of late.. they are not smogging on location anymore.
here's a thread that has some useful info though.

I got my FREE BAR sticker in less than 15 minutes. He checked my Skunk2 IM (had no CARB sticker on it, but he passed me anyway), made sure I had a cat, made sure it was a USDM motor, asked if I was running a P72 ECU, remarked about the LSD transmission, and then printed up my sticker. He asked what year the motor was because he couldn't tell.
As long as you have everything hooked up correctly, you'll pass.
And geneeunit is correct, they aren't smogging at the REF station any longer. You'll have to go to a smog place.

is it a good idea to go there lowered? its a hassle to lower and raise my car cause i gota change struts lol..... i was wondering if it would be ok if i go with everything stock just lowered on SI wheels. i heard if it doesnt look legal they wont pass or somthing
It doesn't matter if you're lowered as long as the car's engine is legit. Mine's lowered and they didn't think anything of it. Just let them look and get your sticker while it's still free. They will tell you if anything is wrong and what you'll need to do to pass if you fail.

I have no CEL's, but they didn't even have me start it up to check. My car is OBD1, so there's nothing to plug it into, but if yours is 96+ then I imagine they would check it out.
as a fellow bar'd owner it was a little more for me then "didnt even have to start the car"(i believe you got extremely lucky with that one) they did a full check on mine to make sure it was all legit. but then again this was two years ago.... and correct me if im wrong but i do believe that they flag you right there on the spot if it doesnt make bar so its a bit risky

My bar experience was completely different from this other guys. They got me for every little thing possible. I had an aem intake and DC header. They said they needed proof that both were CA legal. The carb stamps were not enough for them. I had to go in a second time. Oh, and the referee is usually at community colleges...it happened to be at my community college...and two days after my first ref appointment my car was almost stolen in the school parking lot...very shady and was a terrible experience. But good luck, maybe your experience will be like this other guys.

After I got my sticker, I went to my usual test-only center and got it smogged there using the new bar code on the sticker.
I had to pay for the smog of course, but now I can drive it worry-free.
haha alrite. im about to raise the car 2nite. i just hate the hassle of switching springs to raise my car... hella annoying haha... thats the only real thing i need to do other than taking off little things like lips and my wing. a friend of mine said to just bring the car tehre as stock-looking as possible so they wont give me **** for it. but ill see thanks for all the responds

x2... do you realize how many tuners would be down there daily if they 'didnt even start the engine"?! i jumped thru alotta hoops and basically had to take my b18 back to stock just to get even LOOKED at
It's not being lucky, it's making sure everything was street legal and hooked up properly so there is nothing to cite me for. Also, I'm sure coming in of my own accord and not from a CHP ticket made it easier for me.

Well, it's easier now because they're so busy and don't smog you there on the spot anymore.
ive been trying to get rid of this misfire, is it a good idea to get it BARD with the CEL(misfire) and say im in the process of fixing it? i jus want to get the BAR sticker asap lol
id say make sure everything is running good mechanically before you take it there. there not gunna like "im in the process..." ya i understand the rush but do it right.lol.
can someone confirm that you no longer need to go to a REF... station to get your car BARD???
If so can I go to my local TEST ONLY smog station??????????????????????????????????????????? ????

The smog tech will perform the emissions test and will still be doing a visual, so you'll have to pass that. Once you pass them both, you'll be street-legal.
i have a 99 civic sedan and i took it to the state ref @ modesto jc...i'm running a b16a2 and the guy said that he wouldn't even bar my car cuz i didn't need it to be bar'd...he said that for the 99-00 it was an option to have the b16a2 motor put in for coupes and sedans...so basically it's a replacement and as long as it's usdm then i'm alright...i just need a damn oem cat now to smog it!! ftl!! o yea for the 96-98 civic, you could run the b16a2 off the 97 del sol and you wouldn't have to bar it...that's according to the guy at the state ref...he also said that if a smog station was hassling me about it, just let him know and he'll take care of it...i did mine last fri. 7/10/09. as of right now there's no smog @ the station, just visual...make sure there's no wiring splices and all vacuum hoses are hooked up...even with a check engine light they'll still pass you on visual...it all depends on which ref you go to...if you catch certain guys on different mood swings, they'll be a dick and that'll suck for you!! just adding my .02 cents on what i've been through.
if these recent post are true, im taking my 96' hatch with b16a2 this week..
i have a CEL for primary o2 though, but i keep hearing that they're not checking for codes.

they won't check for codes but since yours is a hatch, you will have to bar it...get rid of that CEL for the primary o2, just to be safe...shouldn't be that hard...i had my secondary o2 sensor come on and i had to splice it into the ecu cuz my sedan was a dx...are you sure it's not the secondary o2 sensor that's throwing the code?
