Best turbo for maxing out stock sleeve engine?

I am going to be helping one of my friends put together his turbo GSR setup and we are trying to decide on a turbo. The engine will be a basic forged piston/rod B18C1 with an ls crank. Full valve springs and retainers in the head with ITR cams.
He has no interest in sleeving the engine or running anything with straight 93. Which turbo would have the best spool and most power? Not really looking to spend over $1000 dollars.
I think the SC61 would be a good turbo but I'm sure more knowledgeable people can chime in and help me out.

He needs to have a power goal. Trying to determine the "most power" like that is highly subjective. Simply having "stock sleeves" is hardly a parameter to go by. What's he trying to do with the car? He could get an S366 or T67, who knows if that's what he wants. Having the most power and the "best spool" are almost never in the same turbocharger.

What's his budget to spend on a turbocharger? Anything less than $900 and it won't happen unless its used from a trustworthy source

my gates open at 4500rpm on a piston/rod lsvtec with stock gsr head and cams.
thing spools real nice witht he divided topmount i built for it and itll easily make 500whp.
we were seeing 320whp 245tq at 6k on 14.6psi of boost before we had to shut it down do to some bunk injectors. finishing that pull to 8500rpm would have netted 350-360whp on the wg springs. that turbo doesnt love life until 20+ psi so im real excited to see what the car will do on 20 something lbs of boost. o and i got the turbo in mint shape for 150 bucks.

not too often but your wrong there!!
my friend has basic setup lsvtec, 81.5mm bore cp piston, eagle rods, stock b16 head with skunk2 intake manifold, full race mani , 3" dp/exh and put down 445 on pump gas at 20psi with no problems at all
i personally would get an sc61 for those power goals and try to keep it around 500whp if you want the sleeves to last (yes we have seen alot higher hp on stock sleaves but not something that will last a long time)

He does not want to spend more than $900 dollars on the turbo and we are trying to look at a turbo that will last and not need an expensive rebuild (i.e BB turbos)
he also stated its mainly a street car running on pump fuel. one onset of detonation and crackity crack. 12-15 psi is safe. 18+psi on pump fuel / stock block w/no cylinder reinforcement is for people who don't care if they crack a sleeve. race fuel is a completely different animal.
so the question is: do you care or are you looking for the motor to last?
Basic Garrett T3/T4 will make 450whp ,but thats where it ends. I'd go SC61 or T67 because he won't want to stop at 450whp once he's ripped it around for a while.

i like how everyone dismissed the thought of the holset because its not considered baller.
for a street car itll make u all the power and outspool all of those "name brand" overpriced turbos.

did i mention the holset is a big saft turbo with 360 degree thrust bearings ?
57 trim and the smaller t3/t4s u talk about are small shaft 270 degree.
holsets last. and tey love high boost. there is no better bang for your buck out there turbo wise i dont believe.

Shodan is correct, 60 trim cannot and will not achieve 450whp on pump gas. 450 is close to the limits of the turbo which means its out of effeceincy range and generating a ton of heat drastically increasing the knock threshold (aka detonation, aka cracked sleeves) for 93 octane
I vote 62-1 .63 or sc6152e .63 or .82 for better top end output and only sacrafice a few hundred rpm in spool
