vtec solenoid ?
i have a obdo b16 with a pr3 ecu and im pretty sure my vtec solenoid is bad. the ? im asking is from which car can i pull the solenoid off, can it be one from a gsr or a del sol is it ok that they are obd1? thanks
Check to make sure the solenoid is bad. Hook up a power wire to the power side of the solenoid, if it clicks you know it's good. Usually VTEC solenoids don't go bad.
If it is bad, you will need either another 1st gen b16 (Del Sol b16 is different) or an NSX.

the thing is that ive done almost everything to try to make it function. i soldered the wires, changed the filters, top off oil and it still wont engage but i will try and connect it to strait power.
Are you 100% sure it's not engaging? Hook up a LED to the power wire and drive the car into the VTEC engagement range, if the LED lights up, you KNOW vtec is engaging. VTEC is supposed to be a smooth transition between low cam and high cam lobes.
