WHATS WRONG WITH MY CAR!!!!
Well here is the deal....i have 99 Type R in a DA (bone stock except adjustable cam gears, I/H/E, and intake mani)....the motor had jumped timing by a hmmm a tooth maybe.(but was still driving)....and car was feelin sluggish...so i set the timing back to Nomral everythin TDC and all...NOW 4 sum odd reason..if i move my dizzy all the way forward..which is suppose to be advanced it revs so slo but if i retard it revs normal but at the same token the car jus doesent feel like the car it used 2 be....Is there ne thing i can du...as far as like Adjusting the cam gears..some ppl have said all motor shuld be -2 on Exhaust side and +2 on intake side..is this true.... 

No... it should run just fine on stock cam timing.
You can't just turn the distributer. You have to jumper the ECU and then reset it afterward. As you're adjusting it the ECU will otherwise adjust it back. BTW, you NEED a timing light.

Also, ignition ADVANCE is achieved by rotating the distributor towards the BACK of the car. Moving it forward retards the ignition.
To set it up, first you need to adjust those cam gears to 0 on both. Then with the engine at operating temperature, jump the diagnostic connector (same one you use for getting ECU codes), and then hook up the timing light and adjust ignition timing.
You can't just go about blindly moving the distributor, OR adjusting cam gears. Every engine is different and will respond differently to different cam gear settings. You have to get the engine dyno tuned to get the cam gears dialed in correctly. If you don't want to do this, then you need to either put stock cam gears back on or keep the aftermarket ones at 0,0.

take the adjustable cam gears off b/c they dont look THAT cool, put stock ones back on and re-time it
there is no need for adjustable cam gears with stock cams and an other wise stock motor...
