Default h23 prelude si motor into 99 civic.

is it worth it to swap a h23 motor into a 99 civic, would that be legal in texas to drop a 96 motor into a 99 body? im talking aobut the prelude si motor not the accord. also is it worth it. i currently have a b16, im staying all motor. if i was to swap a h23 i was thinking of doing the h2b with my b16 tranny. like i said i plan on staying all motor. the h23 has way more tq then b16 with the same hp and i have taken in the fact that h23 does weigh more then the b16 but with that extra tq should match up pretty well then eventualy do a h23 vtec. is it worth it, would i be alot faster or is this just a stupid idea i have? also im talkn about the prelude si h23 not the h23 from the accord. i also know to most likely do it u would just swap it in the same way as you would swap in a h22. or am i wrong on that one? also where i can find good parts for the h23 such cams, intake manifolds, pistons and stuff like that. what would be a good site to check out? and also how would u go about converting it to obd2 if thats possible....
