Icon2 91 hf bogging at 1300rpm

Hey guys. im currently doing the timing belt, waterpump, oil pan gasket and input shaft bearing on my moms crx hf. I figured while i was doing all this id try to figure out the bogging issue shes had with the car.

It does it in any gear when it hits about 1200-1300 rpm it just falls on its face then when it gets past that point it gets the power back(yes the little bit of power the hf motor has). Any ideas besides the basic tune up? Maybe eacv or egr? No codes are being thrown either. If you need anymore info lemme know. thx

Sounds like tune up stuff.
Any records of when and what was done in recent tune ups?

Other than that, I would guess it to be an electrical issue. I would troubleshoot in this order - Ignition timing, spark plugs, plug wires, cap/rotor, loose distributor connection, igniter.

Check Cap and Rotor. Remove cap and look for signs of moisture and or rust on or around the rotor. Remove rotor and then plastic dust cap - spray with electric parts cleaner, allow to dry, re-assemble with a new rotor & or cap gasket and fire it up! Sparkplugs and or a dead or high resistant plug wire could cause a mild break-up at low rpm's also? if you have a Fluke or multimeter chk. resistance on all wires.

I think I remember have a similar issue when my 91 HF was stock, I think it was the EGR. If you disconnect the EGR vacuum line, (yes it may toss a code), do it still do it?
