Check all the vacuum hoses to make sure there is no leak. Check coolant level make sure it is full and make sure there is no air in coolant (you may need to bleed the cooling system). Then follow this link https://honda-tech.com/forums/honda-accord-1990-2002-2/cleaning-iacv-fitv-tb-1844067/ for cleaning IACV, FITV and/or Throttle body.

Im thinking of buying a throttle body with a TPS would this fix my problem?
Probably not. Try cleaning your idle air control valve and throttle body first. Along with checkign for vacuum leaks and making sure that your coolant system is topped up and bled properly.

is this true?
The ECU & ECM are the same thing. The idle control valve, aka IACV or idle air control valve, has been mentioned a few times already, Have you even looked at it yet?

Don't buy parts until you know what is wrong with your car. Have you tested anything to confirm this part your going to buy?

My advice would be to read the entire IACV, FITV & throttle body cleaning and repair thread click here! Try out the methods mentioned before going out and buying parts and throwing them at your car. Going out and buying random parts before you test or try to fix the ones you have. Is like putting a band-aid beside a cut.

Go to www.photobucket.com or some other image hosting site. That way you can create a free image hosting account. You can upload your images to there and link/embed them to your thread posts.

1. Check to see if you can actually see any wet fuel spots around the fuel injectors & fuel rail. If you removed the injectors you may have pinched one of the o-rings or didn't tighten something enough.
2. Did you do the ECU reset procedure after you finished cleaning everything?
ECU reset procedure
1. Turn off ignition
2. Remove the BACK UP (7.5 A) fuse from the under-hood fuse/relay box for 10 seconds to reset the ECU.

I'm not sure about the fuel problem. Maybe a dirty O2 sensor??? Any thing I suggest is a guess though. I've never run across this problem myself. Any answer that I would give you would be from the manuals.
Check out some of the stuff under fuel and emissions / Fuel Supply System (PDF pg 262)
