I have a 94 accord and the red bumper lights on the rear bumper have never worked since I bought it. I checked the bulbs and they seem fine. My question is, are these lights suppose to blink with the blinkers or are they on all the time when the lights are on? Thanks!

 

They are suppose to be on only. It doesn't blink.
