P28 gives more power to my Vtec-e d16y5?
No, it would actually hurt performance. With VTEC-E, 1 intake valve is closed at low rpms. At a certain RPM (somewhere between 2000-3000 RPMs), VTEC-E will engage and open the other intake valve. If you tried to use a P28, you'd be running with 1 intake valve open until VTEC engaged at around 4000-5000 RPMs. That would kill your performance.
I saw your other thread about using a VTEC controller, so I'll do my best to answer that here. A VTEC controller, if it does actually work with thise engine, would hurt performance as well. Honda put the VTEC-E engagement where it is for a reason, so you shouldn't mess with it.
Your engine is meant for fuel economy. If you want more power out of it, do a head swap, engine swap, or sell the car and buy another one.

Y5? So I'm guessin your car is an HX...well..I dunno for sure but doesnt the HX ECU also help control the CVT?? I dunno much about the HX's but I'm sure the ECU is different.
