Engine bogging: 99 Civic with D16Z6 and p2e ECU

okay i have a 99 ek civic obd2b, im running a z6 with a p2e ecu. it starts bogging when reved. ( at a standstill in neutral) getting cel p1509 for the iacv. any suggestions?

check the catalytic it may b clogged

leave the car just on the headers and see if stay the same way
