VFR400 Street Legality

Just wondering about street legality for the VFR400 in the following provinces/states. I have searched high and low on the internet, and am having difficulty finding firm answers. Hoping some of you may have specific experience with the VFR400 in the following areas:

New York State

The way it was explained to me, if it's coming from Canada, you're in, guaranteed. I'm not sure what paperwork is needed exactly though (title? bill of sale?). I'm also not sure how that applies to importing from countries other than Canada, but I think that might be more difficult (no seaside ports in IL, for example).

From my memory..
The NC30 is legal to import into the US per the NHTSA (as long as all the proper export paperwork is in hand) but getting it street legal is a whole other thing. Pretty much it's near impossible to get any grey-market bikes plated now in CA. There were loopholes back in the day and people were able to get them registered as a VFR400 (mine was plated as a '82 Honda). The loopholes are closed and the CHP will quickly flag the bike since it only has a 13 digit VIN. The only other way I can think of plating a grey-market bike is to do it as a special construction.
Your best bet is to buy one that's already plated. It saves you the hassle of titling the bike (if you fail, you have a track only bike). NC30/35's pop up occasionally and expect to pay anywhere from $4000-7000. The avg rate for a NC30 is $5-5.5k, and more for a NC35.
