97 honda civic with jdm h22 won't start after it shut off

Default 97 honda civic with jdm h22 won't start after it shut off

I recently had my civic cut off on me when I was coming home. The car will turn over but it denoting like it ain't getting fuel and it back firing. I changed the fuel filter and it's getting fuel to it. I checked the fuel pump and it's pushing gas out and to the filter. I have spark on all my plugs. I'm going to test the psi on the fuel rail bc I was told could be fuel pump if it ain't pushing out the psi. I'm running out of ideas here guys someone help me here.

Check whether the timing belt slipped.

Is the CEL ON?

yes cel is on but it's always been on since I own the car. The swap was done poorly

Have you checked the cam and crank timing?

Pull the CEL codes from the ECU as described here. Then reset the ECU to see what codes return after cranking the engine.
